US Secretary of State Marco Rubio Tours Reliance's Jamnagar Refinery, Discusses Energy and Digital Partnerships With the Ambanis

United States Secretary of State Marco Rubio visited the Reliance Industries refinery complex at Jamnagar in Gujarat on Wednesday, October 21, spending nearly five hours at what is widely described as the world's largest single-site oil-refining complex, in a visit that underscored Washington's growing interest in deepening commercial and energy ties with India.

Rubio, accompanied by his wife Jeanette Dousdebes Rubio, was joined on the visit by United States Ambassador to India Sergio Gor. The delegation was hosted by Reliance Industries Chairman and Managing Director Mukesh Ambani and Executive Director Anant Ambani, who personally led the tour of the sprawling Jamnagar complex.

According to a media statement issued by Reliance Industries, the visitors were given a tour of the world-class refinery complex, offering a first-hand view of its scale, advanced technology and integrated operations. Beyond the refinery itself, Rubio and Ambassador Gor were shown Reliance's New Energy giga-factories, which are currently being commissioned in phases, and the data centres that are under construction at the site.

The itinerary also included a visit to Vantara, Reliance's large wildlife rescue and conservation centre, which has in recent years become a familiar stop on the itineraries of visiting dignitaries to Jamnagar.

The visit included wide-ranging discussions on the global energy landscape and opportunities for commercial partnerships across conventional and new energy, Reliance said in a statement posted on social media. The exchange covered reliable and affordable energy supplies, technological advances, resilient supply chains and the investment required to meet growing demand.

An important thread running through the discussions was the increasing intersection of energy and digital infrastructure. Both sides explored the role of dependable power supplies in supporting data centres and the expansion of the digital economy, an area where Reliance has been making substantial investments.

The tour provided an overview of the company's investments across energy and digital infrastructure, bringing together its established advanced manufacturing capabilities and deep-tech ambitions, the company said.

Reliance is developing a 168-megawatt data centre in partnership with Meta at Jamnagar, which is scheduled for completion within two years. The project is emblematic of the way the Jamnagar complex is being repositioned not merely as an energy hub but as a combined energy and digital infrastructure campus.

During the discussions, Mukesh Ambani and Anant Ambani outlined Reliance's long-term vision for the Jamnagar complex and its development as a centre for deep-tech, innovation and advanced manufacturing. They shared their perspectives on opportunities for collaboration with United States companies, drawing on complementary strengths in technology, engineering and advanced manufacturing, the statement said.

The visit came a day after Rubio publicly described India as a crude-refining "superpower" and urged it to process more Venezuelan oil, a signal of Washington's intent to expand energy sales to India and encourage the processing of crude from the Western Hemisphere.

Reliance's Jamnagar complex can process around 1.4 million barrels of crude oil a day and is a major supplier of refined fuels to global markets. Its ability to handle different grades of crude makes it strategically important to Washington's efforts to encourage Indian purchases of Venezuelan oil and diversify India's crude sourcing.

Ambassador Sergio Gor said that American liquefied petroleum gas had increased sharply as a share of India's imports. "Over the past year, India's imports of US LPG have surged from under 10 per cent to 67 per cent, making the United States India's largest LPG supplier," he said in a post on X.

The visit is part of a broader pattern of energy-centred commercial diplomacy between the two countries. For India, affordable and reliable energy imports are a central pillar of economic policy, and the Jamnagar complex, as the country's refining flagship, sits at the heart of that equation. For the United States, expanding crude and LPG exports to India offers a growing market at a time when American producers are seeking long-term buyers.

Reliance described the interaction as a constructive opportunity to exchange industry perspectives and explore areas of mutual commercial interest.

The company noted that the discussions covered both conventional energy and new-energy technologies, reflecting the parallel tracks on which the two countries are building their energy relationship: secure hydrocarbon supplies for the present, and joint investment in clean-energy manufacturing and digital infrastructure for the future.

Akash Ambani, Mukesh Ambani's elder son and managing director of Jio Platforms, was overseeing preparations for the company's initial public offering during the visit, according to one report, a reminder that the Ambani group's commercial calendar is as packed as its diplomatic one.

After spending a few hours in Jamnagar, Rubio departed for the United States. The visit, though brief, carried clear significance: it was the first time a sitting American secretary of state had toured the Jamnagar refinery complex with the Ambani family, and it took place at a moment when energy trade has become one of the most dynamic strands of the India-US relationship.

India imports the overwhelming bulk of the crude oil it consumes, which makes refining capacity and supply diversification matters of national economic security. The Jamnagar complex has long been central to that strategy, converting imported crude into fuels sold across global markets and giving India one of the most sophisticated refining footprints anywhere in the world.

The emphasis during Rubio's visit on resilient supply chains and dependable energy supplies speaks directly to that reality.

The energy conversation also sits inside a larger strategic alignment. India and the United States have spent the past decade steadily expanding defence, technology and energy cooperation, and commercial partnerships of the kind discussed at Jamnagar have become a signature of that partnership.

By bringing a sitting secretary of state to the refinery, the Ambani family and the American delegation alike signalled that energy commerce is no longer a secondary track of the relationship but one of its principal engines.

What happens next will be watched closely in both capitals. Whether the discussions translate into concrete agreements on energy supply, clean-energy manufacturing or digital infrastructure will be the real test of the Jamnagar visit, but the setting itself made the intent unmistakable: the future of the India-US partnership will be built as much in refineries, factories and data centres as in diplomatic conference rooms.
